There are decision maker who understand the problem. They know which action will lead to solutions. However, the actions of decision makers are often different, knowing fully well about the likely results. The issue remain when these decision maker want to solve the problem or keep the heat of the problem on in self interest. The heat of the problem keeps the importance of decision maker in focus.

How to solve a problem if you do not like it?
Oldest management theory. There are 3 foolproof option to solve a problem if one does not like the problem.
1. create another bigger issue to divert attention from the problem.
2. Propagate that it is not a problem but fait accompli (mindset).
3. Propagate that it is blessing in disguise and ask people enjoy it.
